Job Description

The Association for Reproductive and Family Health (ARFH) is a leading indigenous non-governmental organization with a track record of implementing high-impact public health interventions across the country.

ARFH, in partnership with Village Reach, is implementing the GAVI HPV Vaccine Technical Assistance Project to support the routine delivery of HPV vaccination through the MNCH Weeks and Green October Drive in selected states.

We seek experienced professionals for the following state-based short-term consultancy roles:

State Technical Consultants

Locations: Kano, Lagos, Enugu

Duration: April-November 2025

Specific Responsibilities

  • Coordinate with SPHCDB, LGA teams, and stakeholders for planning and implementation of MNCH Weeks and Green October Drive.
  • Provide technical support for updating HPVv and DHIS2 training materials and facilitate refresher trainings for health care workers.
  • Offer guidance on vaccine delivery strategy design to ensure access to HPVv for 9-year-old girls and under-reached populations.
  • Support integration of HPVv with adolescent-friendly services, especially in school and community settings.
  • Lead the development and dissemination of RCCE plans and IEC materials, ensuring cultural relevance and alignment with identified barriers.
  • Liaise with community leaders, school platforms, and youth groups to drive community mobilization and vaccine demand generation.
  • Document lessons learned from implementation and support cross-state learning and knowledge sharing.
  • Provide technical inputs to HPVv coordination forums at the state level, ensuring alignment with national strategies and evidence-based decision-making.
  • Assist in the identification and implementation of innovative strategies to increase vaccine uptake and reduce missed opportunities for immunization.

Required Experience

  • Advanced degree in Public Health, Monitoring & Evaluation, Health Policy, Social Sciences, or related fields.
  • Minimum of 5 years’ relevant experience in immunization, MNCH, community health systems, or public health programming.
  • Strong familiarity with routine immunization, data systems (especially DHIS2), stakeholder engagement, and community mobilization frameworks.
  • Demonstrated ability to work independently and collaboratively with sub-national health teams.
  • Excellent analytical, communication, and report writing skills.
  • Prior experience working in one of the target states is an added advantage.

Minimum Qualifications

  • Minimum of 5 years’ relevant experience in immunization, MNCH, community health systems, or public health programming.
