REQUEST FOR PROPOSALS (RFP) Consultancy for Data Systems Strengthening and Development of an Integrated Data Repository and Analytics Platform

Job Description

The Association for Reproductive and Family Health (ARFH) invites qualified firms and consultants to submit proposals for a consultancy to strengthen data systems and develop an integrated data repository and analytics platform to support family planning programme implementation in Nigeria.

Background

ARFH, with support from the Gates Foundation, is implementing activities to improve data quality, integration, and use for decision-making in the delivery of DMPA-SC and self-injection (SI) services in Nigeria.

Program data is generated across multiple platforms, including:

  • Community-based reporting systems (CORPs)
  • Health facility records
  • National systems (DHIS2/NHMIS and LMIS)
  • Partner reporting systems

Despite existing data governance structures, significant inconsistencies remain across these systems, limiting the reliability of data for program performance tracking, commodity planning, state prioritisation, and donor reporting.

Objective

To strengthen data systems and develop an integrated data solution that:

  • Improves data quality, consistency, and reporting
  • Enables triangulation across community, facility, and national systems
  • Supports clear attribution of ARFH contributions
  • Enhances the use of data for decision-making
  • Establishes a scalable and sustainable data architecture

Specific Responsibilities

Scope of Work

The consultancy will be implemented in two phases and will focus on existing implementation states: Nasarawa, Niger, Kano, Lagos, Gombe, Yobe, and Plateau, while ensuring that all outputs are standardised and scalable for application in additional states.

 

Phase 1: Data Assessment, Triangulation, and System Design

  • Map and document data flows and reporting processes across community, facility, and national levels
  • Conduct data gap assessment and systematic triangulation across:
    • CORPs data
    • DHIS2/NHMIS
    • LMIS
  • Harmonise indicators and develop a standardised indicator framework
  • Develop an attribution framework to track ARFH-supported contributions
  • Review and revise reporting tools (CORPs and facility-level) to align with system requirements, including method mix, referral tracking, and commodity tracking
  • Design a central data repository and integration layer linking DHIS2/NHMIS, LMIS, and community data systems
  • Develop dashboard wireframes and specifications to support performance tracking, attribution, and decision-making
  • Define infrastructure requirements (server, hosting, security, and backup systems)
  • Develop a comprehensive data strategy
  • Develop SOPs and training materials to support data reporting, validation, and use

 

Phase 2: System Development and Deployment

  • Develop and deploy the data repository and data integration pipelines
  • Build and deploy an interactive dashboard with attribution and triangulation capabilities
  • Procure and configure infrastructure (server, storage, backup systems)
  • Conduct system integration, testing, and validation (including user acceptance testing)
  • Provide training, user manuals, and technical documentation
  • Develop a sustainability and transition plan for system ownership and scale

Required Experience

Duration

6 – 8 weeks

Eligibility and Required Qualifications

Interested firms should demonstrate:

  • Experience with DHIS2/NHMIS and digital health systems
  • Strong data engineering and analytics capabilities
  • Experience in dashboard development (e.g., Power BI, Tableau, or web-based platforms)
  • Experience in public health and M&E systems
  • Proven ability to deliver both system design and implementation

 

Minimum Qualifications

Key Principles

  • The solution must build on existing government systems (DHIS2/NHMIS and LMIS)
  • The system will function as a data integration and analytics layer, not a replacement for national systems
  • No parallel reporting systems will be created
  • All outputs must be traceable to source systems
