REQUEST FOR PROPOSALS (RFP) Consultancy for Cost, Return on Investment (ROI), and Cost-Effectiveness Analysis for CODSAiN

Job Description

The Association for Reproductive and Family Health (ARFH) invites qualified individual consultants and consulting firms to submit proposals to conduct a cost, return on investment (ROI), and cost-effectiveness analysis to inform the next phase of scale-up for DMPA-SC self-injection (SI) services in Nigeria.

 

Background

ARFH, with support from the Gates Foundation, is implementing activities to strengthen data systems and improve data use for decision-making in the delivery of DMPA-SC and self-injection services in Nigeria.

 

As the programme transitions into a new phase of implementation and expansion, there is a need to generate robust economic evidence to guide investment decisions, improve efficiency, and strengthen sustainability.

 

This consultancy will integrate two complementary evidence streams:

  • Cost and performance analysis from CODSAiN and RASUDiN implementation states
  • Landscape analysis of uncovered states (excluding Kano and Lagos) to inform forward-looking expansion decisions

 

The assignment will align with ongoing data systems strengthening efforts, including the development of a data repository and analytics dashboard, ensuring that outputs are consistent with routine data systems (DHIS2/NHMIS and LMIS).

Specific Responsibilities

Objective of the Consultancy

The objective of this consultancy is to conduct a comprehensive cost and ROI analysis and develop decision-oriented tools that will:

  • Assess cost, cost-effectiveness, and return on investment across delivery models
  • Identify key cost drivers and opportunities for cost optimisation
  • Support prioritisation of states for expansion based on efficiency, impact, and feasibility
  • Develop a cost tracking framework for ongoing monitoring
  • Establish a costing learning agenda to guide future analysis
  • Strengthen the evidence base for advocacy, resource mobilisation, and domestic financing

Required Experience

Scope of Work

The consultant will undertake the following:

 

1. Data Collection and Analysis

  • Extract and analyse relevant financial, service delivery, and commodity data from CODSAiN and RASUDDiN implementation states
  • Utilise selected findings from landscape analysis of uncovered states to inform expansion decisions

 

2. Costing and ROI Framework Development

  • Define key cost and outcome metrics
  • Develop a structured framework for cost, cost-effectiveness, and ROI analysis
  • Ensure alignment with program indicators, dashboard metrics, and relevant global costing approaches

 

3. Cost and ROI Analysis

  • Estimate and disaggregate program costs across delivery channels and components
  • Calculate cost per outcome and ROI across intervention models
  • Conduct sensitivity analysis

 

4. Comparative and Efficiency Analysis

  • Compare performance and efficiency across RASUDDiN and CODSAiN states
  • Identify key cost drivers and efficiency opportunities

 

5. Scale-Up Scenario Modelling

  • Develop expansion scenarios integrating:
    • ROI findings from implementation states
    • Landscape insights from uncovered states
  • Estimate cost, impact, and ROI under different scenarios

 

6. Cost Tracking and Learning Frameworks

  • Develop a cost tracking framework aligned with the program’s data systems and dashboard
  • Develop a costing learning agenda to guide future analysis and program improvement

 

7. Investment Case and Decision Support

  • Develop a decision-ready investment case
  • Provide recommendations on:
    • Priority states for expansion
    • Optimal delivery models
    • Investment levels

 

8. Stakeholder Engagement

  • Present findings to ARFH and stakeholders
  • Facilitate validation and interpretation of results

 

9. Key Deliverables

  • Inception report
  • Costing dataset and analytical model
  • ROI and cost-effectiveness analysis report
  • Comparative analysis report (RASUDDiN vs CODSAiN)
  • Scale-up scenario analysis
  • State investment prioritisation brief
  • Cost optimisation strategy

Minimum Qualifications

11. Eligibility and Required Qualifications

Interested applicants (individuals or firms) should demonstrate:

  • Advanced degree in Health Economics, Economics, Public Health, or related field
  • Minimum of 7–10 years’ relevant experience
  • Proven experience in:
    • Costing and ROI analysis
    • Donor-funded health programmes
    • Economic modelling and decision-support analysis
  • Experience working with routine health data systems (e.g., DHIS2, LMIS)

 

12. Key Competencies

  • Strong analytical and modelling skills
  • Ability to translate analysis into clear, actionable recommendations
  • Strong stakeholder engagement and communication skills
  • Ability to deliver high-quality outputs within tight timelines
