Job Description

The Association for Reproductive and Family Health (ARFH) is a leading indigenous non-governmental organization with a track record of implementing high-impact public health interventions across the country.

ARFH, in partnership with Village Reach, is implementing the GAVI HPV Vaccine Technical Assistance Project to support the routine delivery of HPV vaccination through the MNCH Weeks and Green October Drive in selected states.

We seek experienced professionals for the following state-based short-term consultancy roles:

State Monitoring & Evaluation (M&E) Consultants

Locations: Kano, Lagos, Enugu

Duration: April-November 2025

Specific Responsibilities

  • Track and ensure accurate and timely reporting of HPVv data into DHIS2 by health facilities and LGA officers.
  • Conduct routine data quality assessments (DQAs) and address identified discrepancies across wards and LGAs.
  • Support the use of real-time data to guide sub-national decision-making, especially during MNCH Weeks and the Green October Drive.
  • Facilitate capacity building sessions for healthcare workers and data clerks on HPVv indicators, data entry protocols, and DHIS2 utilization.
  • Collaborate with state teams to generate weekly data summaries and analytics during Green October Drive to inform adaptive programming.
  • Lead the collection and analysis of client exit interview data to assess health worker interactions, service preferences, and uptake barriers.
  • Document and visualize trends in reporting completeness, timeliness, and data use to support informed HPVv service delivery.
  • Support the development and use of monitoring dashboards, visual tools, and learning briefs to enhance project visibility and stakeholder engagement.
  • Contribute to the routine documentation of lessons learned, KPIs, and success stories from MNCH Week and Green October interventions.
  • Facilitate data-sharing and feedback loops with SPHCDBs and partners to reinforce evidence-based planning and accountability.

Required Experience

  • Advanced degree in Public Health, Monitoring & Evaluation, Health Policy, Social Sciences, or related fields.
  • Minimum of 5 years’ relevant experience in immunization, MNCH, community health systems, or public health programming.
  • Strong familiarity with routine immunization, data systems (especially DHIS2), stakeholder engagement, and community mobilization frameworks.
  • Demonstrated ability to work independently and collaboratively with sub-national health teams.
  • Excellent analytical, communication, and report writing skills.
  • Prior experience working in one of the target states is an added advantage.

Minimum Qualifications

  • Minimum of 5 years’ relevant experience in immunization, MNCH, community health systems, or public health programming.
