Job Description

Association for Reproductive and Family Health (ARFH) is one of the leading Nigerian Non-Governmental Organizations implementing programs for improving Reproductive Health and Family planning (RH/FP), Care and Treatment of HIV/AIDS, Tuberculosis (TB) and Malaria etc.

 

ARFH, in partnership with Excellence Community Education Welfare Scheme (ECEWS) is supporting the Centre for Disease Control and Prevention (CDC) and the Government of Nigeria (GON) to implement the CDC Funded intervention that relates to Delivering Comprehensive and Sustainable HIV/AIDS Clinical and Community Services to Achieve HIV Epidemic Control in Subnational Units in Nigeria under the President’s Emergency Plan for AIDS Relief (PEPFAR).  The overall objective of this project is to achieve HIV epidemic control across all CDC-supported States within age and sex bands in Nigeria. It is also to integrate HIV service delivery with the management of other non-communicable and infectious diseases such as TB and COVID-19 by delivering client-centred interventions, prioritizing at risk and vulnerable populations.  ARFH seeks applications from qualified persons for the under listed positions; we offer professional opportunities for career advancement, good working environment and competitive remuneration.

 

The Program Officer OVC Case Management & Community Services, reporting to Technical Advisor – OVC Case Management, will coordinate all OVC Case Management and Community services and Sub population care interventions.  He/she will drive the community level gender norm sessions, acquisition of birth certificate, nutrition assessment, counselling and support activities including food demonstration intervention on the project. He/she will ensure collaboration with government MDAs and stakeholders. He/she will coordinate effective referral and linkage to other social service support not being implemented on the project. 100% of his/her time per annum is chargeable to the project.

 

Specific Responsibilities

  • The Program Officer OVC Case Management & Community Services will report to Technical Advisor – OVC Case Management.
  • S/he will coordinate all the OVC Case Management and Community services among priority and targeted sub-populations.
  • Provide technical and programmatic support across all the OVC case management domains and processes
  • Provide technical support to CBO and case managers for strategies on case finding for identification of positive children & adults who have children 0-17 years of age in community of project implementation as well as linkage/enrolment into ART for the newly diagnosed HIV positive Children and their Caregivers from community to accredited facilities and from the facilities.
  • Ensure regular and structured home visits to ensure beneficiaries attend clinical appointments e.g Drugs refills and viral load sample collection for achievement of VL suppression and tracking of IIT back to the facility
  • He/she will support community level gender norm sessions, acquisition of birth certificate, nutrition assessment and counselling, including food demonstration intervention on the project.
  • Strengthen capacity of CBO staff/ case managers on quality service provision across case management domains, household care plan development and update.
  • Support the development of household care plan, ensuring monitoring of benchmark and updated care plans.
  • Support proper documentation of all graduated households both in folder and NOMIS
  • Conduct spots check during home visits to validate service provision by Case Managers
  • He/she will ensure collaboration with government MDAs and stakeholders.
  • He/she will coordinate effective referral and linkage to other social service support not being implemented on the project.
  • Ensure adherence to all donor requirements in program activities and reports
  • Participate in project review meetings, project monitoring, reporting and documentation
  • Any other duties that may be assigned including representing ARFH at local coordination meetings as assigned.

Required Experience

A Degree in Medical Field, Social Sciences or related disciplines with at least 5 years’ cognate experience, which must include at least 3years in Programming for OVC, to mitigate the impact of HIV/AIDS. Also, preferred are knowledge of health programs with the Nigeria public sector, health system, NGOs/CBOs and collaborative relationship and liaison with community leaders. An MPH is an added advantage.

Minimum Qualifications

A Degree in Medical Field, Social Sciences or related disciplines with at least 5 years’ cognate experience.
